The chief of the Central sports club of army of the Ministry of Defence of RT Farkhod Rakhmatulloyev the other day was appointed to a post of the chairman of a judiciary board of Tajikistan on judo. The new head of the judicial case of the country of this sport gave SIA "VS" interview.

- Whether there was for you surprise an appointment to the post of head of the judicial case?

-  Yes, I can tell with confidence that this appointment became for me surprise.  Earlier on executive committee of Federation of judo RT which has taken place at the end of last year, me elected the member of executive committee.  But I in any way didn't assume that will offer a post of the head of a judiciary board.  Recently at us with representatives of Federation of judo of the republic constructive conversation took place, we discussed further development of judo in the country, and also innovations in the rules entered by the International federation.  The position of the head of a judiciary board was offered me.  I as the former sambo wrestler and the judoist, the judge of the international category on sambo, couldn't refuse this offer.  I will work for the sake of development of judo of Tajikistan.

-  In what your fundamental obligations consist?

-  I will coordinate work of judges of Tajikistan, to appoint the referee to the competitions which are carried out in the republic, to hold seminars.  Work on preparation of judges of the international category will be conducted Besides, to send them to foreign seminars.  Today we have two judges of the international category – the representative of Sogdiysky area Furkat Pulotov and Hatlonsky area - Zarif Nazriyev.  In January we together participated in a continental seminar on studying of innovations in rules on refereeing and carrying out the competitions accepted by the International Federation of judo.

-  How there takes place adaptation to new rules on the Tajik tatami?

- In the first half of February in Dushanbe passed a seminar for trainers and judges, for the purpose of acquaintance with new rules. Similar actions will take place and from now on not only in the capital, but also other cities of the country. As a whole, adaptation takes place successfully, but a little more time for full adaptation is required. For this purpose it is necessary to hold some competitions to new rules.

-  Tell about the most important changes in rules.

- Now during wrestling on a tatami will judge a duel only one arbitrator. The second judge will exercise control, sitting at a table of supervision. Between judges communication on a radio channel is possible. The member of the judicial commission or other judge can help them. Athletes before a duel have to bow each other in a working zone and have no right to shake hands each other prior to the beginning of a duel.

The technical evaluation also underwent changes.  "Ippon", that is the highest point, will award only for throws which will lead to falling of the rival on a back.  "Ippon" for deduction will give now after 20 seconds, instead of 25, as earlier.  Deduction within 10 seconds will bring "yuko", and 15 – "vase-ari", speaking to judo terms.  Definition of the winner by vote of judges ("hanty") is cancelled also, and the additional period ("the golden is fast") has now no restriction on time.

-  Whether there is at trainers, athletes or judges a concern in connection with new rules?

- Anything similar lately I didn't notice. To admit honestly, new rules of judo are similar to rules in our national wrestling - gushtyngyry. Distinction only that wrestling takes place in judo. I think, today and further at our children, trainers and judges with new rules of judo of problems won't arise.

- At the same time it is impossible to exclude that our athletes on the international scene at first can "be lost", get confused in rules and it can affect result of wrestling. Agree?

-  Really, it can't be excluded, but, I want to note that today even Olympic champions "are lost" on a tatami and suffer because of this defeat.  Since the beginning of year there were already some similar cases at the international competitions.  At first, most likely, it will be difficult to be reconstructed, but for this purpose we also hold seminars at which trainers and judges are given exhaustive information on new rules.  Instructors have today a main objective – to train in new rules of the wards that they were ready to them before will act on the world scene.

- How, in your opinion, new rules can affect judo as a whole?

- I think that innovations in rules will play a positive role, judo becomes even more spectacular and more attractive. New rules will add objectivity. Now athletes will have no opportunity to conduct a passive duel. To deceive the rival by means of cunning it won't turn out, the strong will be revealed by wrestling.
